Heat broiler, with rack situation 4 inches from warmth. In a petite bowl, plod together lime juice, vinegar, oils, red-pepper flakes, and garlic.
Pierce steak all over the build with a fork; build in a shallow dish or resealable plastic web. Pour soy sauce and half of of lime-juice combination over steak (reserve final half of for dressing), and marinate at room temperature, 10 minutes (or up to in a single day in the refrigerator).
Spray a baking sheet with cooking spray. Clutch steak from marinade (discard marinade), and build on baking sheet. Broil, with out turning, till medium-rare, 8 to 10 minutes. Let rest 5 minutes. Sever thinly on the diagonal, across the grain.
In a trim bowl, toss cabbage and cucumber with reserved dressing; divide among four plates. High salad with steak and peanuts.

A succesful quantity of novel lime juice and rice vinegar tenderizes the red meat and adds zest to the salad with out requiring grand oil.
